NEW HAMPSHIRE RENEWABLE PORTFOLIO STANDARD

By law, all electric supply products must meet the state’s Renewable Portfolio Standard (RPS) by including a mandatory minimum percentage of renewable energy resources. For example, products sold in 2024 must include a minimum of 24.3% renewable energy resources located in the New England region. The table below provides a detailed breakdown of the different categories of resources that make up the RPS and the minimum requirements of each category through 2027.

Renewable Portfolio Standard Obligation
(% of electricity sales)

Year Total RPS Requirement Class I Non-Thermal Class I Thermal Total Class I RPS Class II RPS Class III RPS Class IV
2022 15.00% 10.30% 2.00% 12.30% 0.70% 0.50% 1.50%
2023 15.90% 11.00% 2.20% 13.20% 0.70% 0.50% 1.50%
2024 24.30% 11.90% 2.20% 14.10% 0.70% 8.00% 1.50%
2025 25.20% 12.80% 2.20% 15.00% 0.70% 8.00% 1.50%
2026 25.20% 12.80% 2.20% 15.00% 0.70% 8.00% 1.50%
2027 25.20% 12.80% 2.20% 15.00% 0.70% 8.00% 1.50%

Total RPS Requirement = (Total Class I) + (RPS Class II) + (RPS Class III) + (RPS Class IV)
Class I Non-Thermal and Class I Thermal are both subsets of Class I.

Current, predominant resource types by category:

Category Resource Types
Class I wind, solar
Class II solar
Class III biomass, methane
Class IV small hydro

Many Community Choice Aggregation Programs offer products that exceed the NH RPS Obligations.  Where such products are offered, the product description on the Program’s website page will display the percentage and the type (e.g., RPS Class I, National Wind, etc.) of “voluntary” renewable energy resources acquired over and above the NH RPS.
